Regulatory Expectations and Guidelines for notifications and immediate response actions: 2 and 72-Hour Notifications

DESCRIPTION: The reporting requirements of the Massachusetts Contingency Plan (MCP) are contained within Subpart C of the MCP. The requirements for Immediate Response Actions (IRAs) are contained within Subpart D of the MCP. These two sections of the MCP represent the initial entry into the MCP process, and the first required response actions. Appropriate and timely notifications of releases of oil and hazardous materials are a fundamental component of the proper implementation of a site assessment and cleanup program. Moreover, the first response actions taken at many sites are essential to effective cleanup and risk reduction.
The purpose of this interactive workshop is to discuss MCP notification “grey areas” and nuances, and MassDEP’s expectations for appropriate notification and IRAs for those cases.

Basic Principles of Groundwater Flow & Contaminant Migration; Site Assessment & Remediation Concepts

DESCRIPTION:
Morning Seminar: This course will provide a sound basis for understanding the basic principles of groundwater flow and contaminant migration phenomena. Mathematical foundations and equations of groundwater flow including applications to the interpretation of aquifer tests will be covered. The basic concepts behind flow nets and their utility as well as flow-net construction techniques will be presented. The phenomena and processes of contaminant transport are described and discussed in detail.
Afternoon Seminar: This course will provide an overview of basic site assessment tools and their utility for site characterization – including assessment of characterization completeness and building the site conceptual model (SCM). Capture zone concepts and methods of determination are reviewed. In addition, remedial technologies that are commonly used to provide site cleanup are discussed along with a presentation of examples of cleanup technologies used as specific sites.

DESCRIPTION: This course will provide training on the content, purpose, and implementation of the MCP Amendments that went into effect in December 2007 and February 2008 (the “Supplemental MCP Amendments”). These amendments include significant changes to the MCP Risk Characterization procedures, including revisions to the numerical standards and the evaluation/closure of petroleum releases in certain GW-1 areas, as well as provisions that expand/clarify notification exemptions for beryllium, arsenic and nickel. The training will also cover program changes that facilitate site cleanup by new owners (“White Knights”), allow MCP cleanups to satisfy RCRA Corrective Action requirements, and implement the upcoming electronic submittal requirements.
