Presentations: 

Before its redevelopment over the past few years, the Encore Boston Harbor property languished for decades as an underutilized brownfield site on the Mystic River. This webinar entitled, Beating the Odds: Converting Dross to Gold in Everett, will focus on the MCP assessment and remedial response actions that allowed the transformation of a heavily-contaminated property into a world-class resort destination. The presentation will discuss the site's historic use by a series of chemical manufacturers that operated on filled floodplains of the Mystic River, and the extensive permitting, assessment, and remediation efforts required to overcome this historical degradation and mitigate the risk of harm to health, safety, public welfare, and the environment.

Dr. Feldman will open the presentation with a brief description of how the legalization of gambling led to the cleanup and rehabilitation of a severely degraded but otherwise prime piece of waterfront Boston-area real estate.

Mr. Leone will discuss the regulatory history of the property under the MCP. He will then walk the audience through the assessment and MCP compliance activities prior to construction, with a discussion ranging from the initial Eligible Person submittals to the development's contentious public meetings held under the site's Public Involvement Plan. The discussion will include details of the pre-characterization of soils for a 7-acre+ underground garage and foundation excavation, and a discussion of the Phase III submittal negotiated between multiple LSPs and property owners.

Mr. Smith will present a detailed discussion of the various remedial activities undertaken to bring the site to closure, including the excavation and removal of soil contamination hot spots, the in-situ stabilization of soil and groundwater exhibiting pH below 2, the dredging and capping of sediment within the Mystic River, the off-site disposal of over 900,000 tons of contaminated material (to 11 facilities in 5 locations), treatment and discharge of over 76 million gallons of groundwater, unforeseen conditions and release notifications that occurred during construction, and the regulatory filings required to close out 6 separate parcels under the MCP.

The presentation portion of the workshop will conclude with a brief before-and-after presentation showing how the blighted brownfield has been transformed, with emphasis on the creation of the "living shoreline" and specific remediation areas discussed throughout the presentation. Attendees will then be invited to participate interactively in a question and answer session.
