Course Description:
A 4.7-acre Brownfield Site, located at 35 Garvey Street in Everett, Massachusetts, contaminated with Polychlorinated Biphenyl (PCBs) and solvents has been revitalized with a 450-unit mixed-use development. The development and cleanup were done under the Massachusetts Contingency Plan (MCP) and the federal Toxic Substance Control Act (TSCA) as a Risk Based Cleanup. Without a Risk Based Cleanup approach, cleanup of the site would have been prohibitively expensive, and the property would still be fallow. Cleanup of the Site was integrated into construction including soil management, encapsulation of contaminated soils and installation of a vapor mitigation system.
This course is approved for 1.0 Technical Credit (#1896), and is a repeat presentation that was offered in-person at the April 2025 Environmental Symposium. If you received credit at that time, you cannot receive credit for taking this on-demand version of the course. See 309 CMR 3.09(2)(c).
