MassDEP BWSC and LSP Board of Registration Updates

Below please find updates from MassDEP BWSC, including highlights from their recent Advisory Committee Meeting, as well as a notice about their upcoming Office Hours on AEPMMs, as well as updates from the March LSP Board Meeting.

MassDEP BWSC:

Advisory Committee Meeting | February 26, 2026: This meeting covered:

  • Status updates on policy / guidance documents: Risk Characterization, chapters 11-13, AEPMMs, VPH/EPH, and PIPs.
  • Update on Engineered Barriers and Financial Assurance Mechanisms guidance documents (comments under review).
  • Proposal for a BWSC Advisory Committee refresh.
  • Presentation by John Fitzgerald on AEPMMs Operating Regimens (guidance is in process of being updated).
  • BWSC will convene a stakeholder group to work on Vapor Intrusion Guidance.

Office Hours | March 19, 2026: MassDEP’s March Office Hours will cover Active Exposure Pathway Mitigation Measures (AEPMMs). MassDEP has been working on drafting guidance related to AEPMM Operating Regimens. To further this effort, they are hosting this virtual information gathering session to hear from the public on what elements should be included in the Operating Regimen to ensure a level of No Significant Risk. Read more and learn how to register here.

LSP Board:

LSP Board Meeting | March 10, 2026:

  • Current active LSPs: 386. There were 20 retirements in January.
  • Twenty individuals are eligible to take the exam in April 2026 (11 have signed up to date). The online platform has been updated to automatically notify candidates when they’re approved to take the exam.
  • One new application was received for review by the LSP Board.
  • No open or new complaints.
  • Amendments to 309 CMR have been posted to the LSP Board website, and the new renewal credit amount (36) has been updated in the online portal. A summary of changes to the regulations can be found on our blog.
  • The LSP Board is working on new FAQs for continuing education related to polling/assessment of learning questions in online formats and carrying over credits for future renewal (LSPs can now carry over up to six credits accrued in last six months to their next renewal; hold those credits for that renewal period).
  • The Environmental Seat of the LSP Board remains open; contact the Board with any suggestions.
