LSPA Member Award
The LSPA Member Award is presented to a current member in recognition of their leadership, commitment, and contributions to the LSPA and broader membership over the previous year.
We are pleased to present the LSPA Member Award to Jane Parkin Kullmann, PhD, DABT, LSP, Senior Technical Manager at Woodard & Curran, Inc.
Jane is an LSP and a Diplomate of the American Board of Toxicology, and has over 20 years of experience in environmental consulting and engineering, and human health and ecological risk assessment. She has led complex risk assessment and MCP compliance projects, and her expertise spans evaluations of potential risks associated with exposure to soil, sediment, surface water, soil gas, indoor air, and groundwater under state and federal regulatory programs.
Just as impressive as her professional accomplishments is her dedication and commitment to the LSPA. Jane currently serves as Chair of the Technical Practices Committee and plays an active role in the Committee's Historic Fill Working Group, working on a RTN data analysis of historic fill sites. She is also a past Chair of the Risk Assessors Subcommittee and remains an engaged member of that group, as well as the Loss Prevention and Regulations Committees.
Jane is known across the LSPA for her willingness to contribute wherever needed. As her nominator noted, she is "always ready to pitch in to help the Loss Prevention Chairs, whether doing extra NOAF reviews or giving member meeting presentations." She generously shares her expertise through LSPA educational programs, has assisted the LSPA in commenting on many MassDEP Guidance documents, and has contributed to efforts to develop resources for emerging professionals pursuing LSP licensure.
Jane brings a remarkable depth of knowledge, experience, and practical insight to every project and committee she serves. Equally important, she is generous with her time and always willing to support her colleagues.
LSPA Service AwardThe LSPA Service Award recognizes an individual or organization for outstanding service and support of the LSPA and its mission. This service may come in the form of in-kind services, financial, or other support, and is for service in recent years.
We are pleased to present this year’s award to Matt Hackman, PE, CHMM, LEP, LSP. Matt has dedicated his career to advancing environmental engineering, site remediation, and regulatory compliance throughout New England, and he brings decades of technical expertise across a broad range of environmental disciplines, including air pollution control, wastewater treatment, hazardous waste investigation and remediation, environmental permitting, and innovative remediation technologies.
Matt's technical accomplishments are matched by his extraordinary commitment to the LSPA and the waste site cleanup profession. He served on the LSPA Board of Directors from 2003-2016, including as Treasurer from 2003-2005, and as President in 2014. Matt has also been a long-standing member of the Education Committee, including service as Committee Chair, helping to shape and deliver high-quality educational programming for LSPs and environmental professionals. Throughout his career, Matt has demonstrated a remarkable willingness to share his knowledge, mentor colleagues, and support both new and experienced practitioners. His leadership, technical excellence, and commitment to professional education have benefited not only the Association, but also the broader environmental community throughout the region.
LSPA Environmental Justice (EJ) Award
The LSPA EJ Award recognizes an individual or organization from the public, non-profit, or private sector for recent or continuing outstanding contributions in increasing awareness of EJ issues and/or supporting EJ communities.
We are honored to recognize Deneen Simpson, Director of Environmental Justice and the Title VI Nondiscrimination Coordinator, at MassDEP with this year’s award. Deneen has been one of the Commonwealth's most influential leaders in advancing environmental justice, transforming MassDEP's approach to community engagement, outreach, and equitable environmental decision-making.
During her 31-year career at MassDEP, Deneen's impact as a champion of environmental justice has been especially profound. After assuming responsibility for MassDEP's Environmental Justice Program in 2016, she transformed what was largely a one-person effort into a robust statewide program through her vision, persistence, and unwavering dedication. In doing so, she not only built and mentored MassDEP's environmental justice staff and integrated EJ principles throughout the agency's work, but also fostered a culture of listening and trust. Through strong relationships with municipalities, nonprofit organizations, advocacy groups, and community leaders, she developed a statewide network that benefits MassDEP, LSPs, project proponents, and environmental justice communities alike. As a result, environmental justice communities across Massachusetts have gained greater access to information, resources, and meaningful opportunities to participate in decisions affecting their health, environment, and quality of life.
Deneen is equally committed to building a more diverse and inclusive environmental workforce. Through participation in job and career fairs, back-to-school drives, community cleanups, MassDEP's internship program, and educational initiatives, such as the Massachusetts Envirothon, Deneen has worked tirelessly to raise awareness of environmental careers among Black, Indigenous, and People of Color communities.
In addition to her outreach and leadership efforts, Deneen has brought an environmental justice perspective to important policy initiatives. Most recently, she assisted with the EJ components of MassDEP's Interim Policy Regarding the Re-Use of Soil at Disposal Sites Regulated under the Massachusetts Contingency Plan.
What sets Deneen apart is her belief that environmental justice is more than a policy objective; it is a personal mission. Her leadership, compassion, and unwavering commitment have strengthened environmental justice efforts across Massachusetts and improved outcomes for countless communities.
LSPA Contribution to the Practice AwardThe LSPA Contribution to the Practice Award is presented to an individual or organization from the public, non-profit, or private sector for outstanding contributions to the LSP practice and advancing the waste site cleanup profession in recent years.
We are pleased to present this year’s Contribution to the Practice Award to Lisa Campe, LSP, Woodard & Curran, Inc. Lisa has made lasting contributions to the practice of environmental assessment and remediation throughout her more than 30-year career. As an LSP and Senior Vice President at Woodard & Curran, she has consistently advanced the application of sound science, practical risk assessment, and sustainable, risk-based solutions to complex environmental challenges.
Throughout her career, Lisa has been dedicated to improving the practice. As a frequent lecturer and educator, she has helped many environmental professionals better understand and apply risk assessment principles, fostering a more informed and effective practice across the industry. Her influence extends beyond individual projects through her service on the MassDEP Waste Site Cleanup Advisory Committee and the AEHS Advisory Board, as well as her past service on the US EPA Science Advisory Board Biosolids Panel and her local Board of Health.
Within the LSPA, Lisa has been a tireless advocate for thoughtful, scientifically grounded regulations and guidance. As an active member of the Regulations Committee and Risk Assessors Subcommittee, she has devoted countless hours to reviewing regulations and guidance documents, participating in discussions with MassDEP, and helping shape technical and policy initiatives.
Drawing on her deep expertise in risk assessment, public health, and environmental policy, Lisa consistently brings insightful perspectives and practical solutions to complex issues. Colleagues value her willingness to ask challenging questions, identify potential unintended consequences, and advocate for approaches that are both scientifically defensible and workable in practice. Her candid, thoughtful, and constructive contributions have strengthened regulatory and technical guidance relied upon by practitioners across the Commonwealth.
LSPA Lifetime Achievement Award
The LSPA Lifetime Achievement Award recognizes an individual who, over the course of 25 years or more, has made distinguished and lasting contributions to the advancement of science, standards, and professionalism in the field of site assessment and remediation under MGL c. 21E.
This year’s Award goes to Andy Irwin, formerly of Pennoni. Over a career spanning more than four decades in environmental engineering and 30 years as an LSP, Andy has made a lasting impact on the environmental profession, the LSPA, and the many practitioners he has mentored.
As President of Irwin Engineers from 1996 until the firm's acquisition by Pennoni in 2024, Andy built a respected environmental consulting practice grounded in technical excellence and professional integrity. Following the acquisition, he remained with Pennoni until 2025 to ensure a smooth transition of responsibilities, licenses, and client relationships, demonstrating the same dedication to his colleagues and profession that has defined his entire career.
Andy has been part of the privatized program since its earliest days and played a significant role in its implementation and evolution. Between 1995 and 2025, he rendered LSP Opinions for 173 disposal sites, helping clients, regulators, and communities navigate complex environmental challenges while upholding the highest standards of professional practice.
His contributions to the LSPA have been equally significant. Andy served as an LSPA Board member from 2008-2011, including as Treasurer from 2009-2009 and President from 2009-2010, and he was recognized with the Association's Member Award in 2010. His commitment to volunteer service spans decades, with long-standing and active involvement on the Technical Practices and Loss Prevention Committees. Through these roles, he generously shared his expertise to improve technical guidance, strengthen professional practice, and support fellow practitioners.
Andy's dedication to the profession extends beyond committee work. He has been deeply involved with the LSP Association Scholarship Fund for more than a decade, serving as treasurer and currently serving as the Fund’s president. He has also championed and supported the WES LSP Practice Grant Program, which provides funding to projects that advance the professional practice of LSPs, the LSPA membership, and the broader community.
Perhaps Andy's most enduring legacy is the impact he has had on the people he’s mentored. His professional "coaching tree" includes multiple PEs, environmental scientists, a Toxics Use Reduction Planner, and an LSP. He has invested significant time and energy in developing the next generation of practitioners, sharing not only technical knowledge, but also the values of professionalism, ethics, and sound judgment.
For his decades of leadership, service, and dedication to advancing environmental practice and the LSP profession, Andy Irwin is exceptionally deserving of this year’s LSPA Lifetime Achievement Award.
